Abstract
The Quebec government, through the Minister des Affaires municipals, des regions et de occupation du sol (MAMROT), has decided to promote the development of intervention plans for cities and municipalities by producing and distributing a guide for the development of intervention plans. These intervention plans allow municipalities to evaluate their networks, interpret the data and propose solutions for rehabilitation. The literature review showed that there are no tools to help managers improve their response plans. In this context, we designed, programmed, and implemented a computer tool based on object-oriented development. This tool is based on functional analysis and is composed of different interfaces that help municipalities to build their intervention plan by allowing them to organize data, define network needs, provide diagrams, specifications and evaluate stormwater indicators. It proposes a functional analysis approach that was tested to identify the needs of the City of Saint-Hyacinthe's storm sewer, its interactions with the surrounding environment and its state of degradation. The results of this analysis showed the relevance of the interaction between the collector and its surrounding environment, the input and output parameters and the flexibility criteria. The evaluation of the stormwater indicators and the scoring calculations performed by our tool show that the structural and functional defects observed in the collector are more numerous than the hydraulic defects. This is why the developed computer tool constitutes an easy-to-use application and allows managers to complete their intervention plan with the functional analysis.
