Résumé

Adoptée en 2005 à la suite de la Conférence de l'Organisation des Nations Unies sur la prévention des catastrophes naturelles (Kobe, Japon), La déclaration de Hyōgo a fixé comme objectif que les organisations et les nations deviennent plus résilientes d'ici 2015. Depuis lors, de nombreux travaux de recherche définissent la notion de résilience et proposent des méthodes d'évaluation. Cependant, ces méthodes reposent souvent sur des modélisations et des notions complexes, ne laissant pas la possibilité aux organisations de s'approprier elles-mêmes l'évaluation de leur niveau de résilience. L'approche proposée dans ce projet de recherche vise à donner aux organisations les outils pour évaluer leur niveau de résilience, identifier leurs points forts et les points à améliorer. L'objectif principal de ce projet de recherche est de permettre aux organisations municipales, de faire un diagnostic rapide et efficace de leur potentiel de résilience et de faire des recommandations à la Ville de Québec afin d'améliorer leur potentiel de résilience. Dans ce projet de recherche, l'évaluation du potentiel de résilience, à savoir le niveau théorique de résilience de l'organisation compte tenu des éléments mis en place dans celle-ci, est centrée sur le concept de marge de manoeuvre estimée par les gestionnaires. À partir de cette marge de manoeuvre, il est possible de faire ressortir quatre composantes de gestion des perturbations que sont l'acceptation, la planification, l'adaptation et l'anticipation. Ces composantes de gestion sont soutenues par la connaissance du fonctionnement de l'organisation et correspondent aux piliers du potentiel de résilience. Au cours de ce projet de recherche, il s'est dégagé l'importance de tenir compte dans l'évaluation du potentiel de résilience d'une organisation, de l'adaptation des gestionnaires lors de la gestion des perturbations. Ce projet a aussi permis de faire ressortir les particularités de fonctionnement des organisations municipales qui sont prises en compte dans la détermination des critères d'évaluation du potentiel de résilience. Parmi ces particularités, se retrouve notamment l'importance de la sécurité civile dans la gestion des perturbations. Parmi les critères obtenus, se retrouvent notamment la prise en compte de la vulnérabilité des services face aux technologies de l'information dans l'élaboration des plans, l'encadrement de la communication entre les services au cours de la planification et lors de la gestion des perturbations et l'existence de critères de priorisation des activités qui soient connus et uniformes au sein de l'organisation.

Abstract

Adopted in 2005 following the UN World Conference on Disaster Reduction (Kobe, Japan, January 2005), The Hyogo Framework for Action (2005-2015) has set as an objective that organizations and nations become more resilient by 2015. Since then, many researches have defined the concept of resilience and proposed different assessment methods. However, these methods are often based on complex modeling and concepts, not letting the opportunity for organizations to take ownership of their own assessment of their level of resilience. The approach proposed in this research project aims to give organizations the tools to assess their level of resilience, identify their strengths and weaknesses and their needs for improvement. The main objective of this research is to enable municipal organizations to make a quick and effective diagnostic of their potential of resilience and make recommendations to the City of Quebec to improve their potential of resilience. In this research, the evaluation of the potential of resilience, that is to say the organization's theoretical level of resilience taking into account the different elements in place, is centered on the concept of room for maneuver (flexibility) estimated by the managers of this organization. From this flexibility, it is possible to highlight four main components regarding the management of disturbances: acceptation, planning, adaptation and anticipation. These management components are supported by the knowledge of the functioning of the organization and correspond to the pillars of the potential of resilience. During this research project, the importance to take into account the capacity of adaptation of managers in the management of disturbances in the assessment of the potential of resilience of an organization was highlighted. This project as also helped identify the main characteristics of municipal organizations that are taken into account in determining the criteria that are considered to assess their potential of resilience. Among these characteristics, is found in particular the importance of public safety in the management of disturbances. Among the criteria obtained are found the vulnerability of services towards the information and communications technologies, the supervision of the communications between services in the planning and in the management of disturbances and the existence of criteria for prioritizing activities that are known and consistent within the organization.
